Remove sausage from casings. Put into large Dutch oven over medium heat and cook with onion, green pepper, garlic, ground sirloin and jalapeno until brown, stirring to crumble. Add chili powder, brown sugar, cumin, tomato paste, oregano, pepper salt and bay leaves; cook 1 to 2 minutes. Stir in wine, tomatoes and beans and bring to a boil. Lower heat and simmer for one hour, stirring occasionally. Uncover and cook for 30 minutes; stirring occasionally. Sprinkle each serving with cheddar cheese.
